Files in library not clickable sharepoint online

I have added a Document Library to a page in SharePoint online (2013), and a user has uploaded files to this document library. I am able to click on the file title, and it will open the file in the browser (mostly PDFs, some Word). However, all other users that are not global admin are not able to click on the title to access the item, they just see the title and metadata columns.

Everyone who I have asked has at least the read permission on the library.
