send email based on Dropdown column in list

I have a folder content type associated with document library and the library is having a choice column "Departments" which has three different values (dept1, dept2, dept3), whenever new folder is created using the content type a email notification should be sent to the group belonging to the choice value of document library column(i.e. departments) what is the way in workflow to send email notification to users belonging to diff departments depending on column choice value. I am trying if current item is dept1 than email to dept1 members but it is not working and need any work around.
