Why do I not see a popup when uploading documents, and why the uploaded documents automatic opened (open/save)?

I am using sp 2010. When I go to some libraries and try to upload a document I dont see a popup. When I upload a document, this document automatic will opened. Why is this?

On another machine everything is working fine in these libraries.

I am using win 7 and IE8

When I create a new library it is working fine.
