"Please make sure the web service is deployed to Microsoft Azure Emulator prior to running your app for SharePoint"

I'm trying to host a Provider-Hosted web app to Azure and am getting the following error

Unable to contact the Cloud Web Service project. Please make sure the web service is deployed to Microsoft Azure Emulator prior to running your app for SharePoint

I've done the changes suggested on this website.

Instead of using the Add Microsoft Azure Cloud Service Project option, I created the project manually as well and faced the same problem.

I've changed the order in which the projects run as well. But no change.
