Can't connect to new SharePoint 2013 website



I re-provisioned Central Admin onto port 8080. It was using 443. The CentralAdministrationURL in the WSS hive reflects the change correctly. I bound it to spca.company.com and can get to it using spca.company.com:80 (I'll fix that later)


I created a web application on port 443 and then created a root website through central admin also using port 443 and it was created successfully. Just can't get to it in the browser. I am not using host headers on this web app because I need to host Host Named Site Collections on it.


I bound the IP to All Available and attached my wildcard ssl certificate. The IP on this server is an IP of 10.30 ...


When I closed out of the bindings dialog the Site was stopped. The Status reads 'Stopped (http)' and the binding reads '*:443 (https)'


I can get to Central Admin no problem. Any idea why I wouldn't be able to get to the root site collection? IS this because it's on the 10.30 and that's not publically routable. My Web Front end is publically routable and my DNS A record points to that IP. Not sure how to update my web app so that it uses the IP of the WFE!
