Can't edit subsite pages in SharePoint 2013

I do not have access to the edit page feature of my subsites. I can fully edit the parent/root site. I have full control to the subsites. Is there something I'm overlooking? I have used the check permissions feature to verify my permission settings. I get the following

Permission levels given to Marvin Dixie (i:0#.f|membership|marvin.dixie@aspoonful.org) Full Control Given through the "Cebu SharePoint Dojo PMIS Owners" group. Contribute Given through the "Cebu SharePoint Dojo PMIS Members" group. The following factors also affect the level of access for Marvin Dixie (i:0#.f|membership|marvin.dixie@aspoonful.org) Deny Add and Customize Pages Add, change, or delete HTML pages or Web Part Pages, and edit the Web site using a Microsoft SharePoint Foundation-compatible editor.

Where do I access the "Add and Customize Pages" permission? Is this the cause?
