I have a Content Organizer routing documents from one site collection to another, in SP2013 (they travel from site collection A drop off library, to site collection B drop off library, where they will be processed further).
Some (but it seems not all, and I've yet to see a pattern in it) documents come through with the permissions broken such that only the original uploading user has permissions to them (they do not inherit the permissions of the target library). This then is causing problems because the rules and custom router that send them onwards.
Does anyone have any idea why they are going in with broken permissions, or what I can do to stop it happening?
