Infopath 2013 - add 3 layers to a drop down answer

I have created a form where one of the questions has more than one layer to it's answer - as per the attachment.

So, if a person selects '1 - New' status, they then need to see an option of '2 - In Progress' or '8 - Closed' and be able to select the one that applies. For when '8 - Closed' is chosen, the form must be 'read only' unless the admin decides to re-open the form to '1 - New'.

Is this possible to do and how do I go about it?
