Sharepoint 2010 list form rules issue

I created a form of a list using the dropdown field to populates the fields filtering content based on your choices. at some point through the rules a dropdown sets the value of a field user / group. the problem is that if I create a new item all works fine but if I edit an existing item user / group field does not update.
