CAML query to Filter data on "DateTime" on a sharePoint 2007 list

I am trying to create a web part as a report to filter list data based on date and time

I've created CAML as follows

<Value IncludeTimeValue='TRUE' Type='DateTime'>

Further I've ensured that the datetime format is as yyyy-MM-ddTHH:mm:ssZ

But still no luck
