Cannot create powerpivot gallery document

when attempting to create a powerpivot gallery document, sharepoint cannot find the template.xlsx, preventing the creation of said document.

i added the powerpivot gallery application, and added the PowerPivot Gallery Document content type in library settings --> advanced settings.

however, when i click on New Document --> PowerPivot Gallery Document, sharepoint throws the error cannot open ..../Forms/Template.xlsx. of course it is not there when i Open with Explorer in Library Settings. so where do i find the template? and if that is missing, what else is missing?

PowerPivot Feature Integration for Site Collections is enabled in site collections features.
