SiteUserInfoList not updating

I am running a workflow that Calls user information from http://site/_api/Web/SiteUserInfoList/Items(<UserID>)

The workflow is pulling the information just fine however I noticed that not all user details are populated. From what I can tell if the user setup their MySite before visiting the Site Collection, their information exists. If not then some of the information is blank.

I checked User_Profile_Synchronization (both partial and full) and it is running as scheduled just fine. These items are simply not updating.

Attempted Solutions

• Delete Sync Information Stsadm.exe –o sync –deleteolddatabases 0 - it worked for some users but not all
