I created and tested a workflow which first (1) creates records on a list which 4 people have access to and (2) sends various emails. Neither (1) nor (2) are firing so i assume my workflow is failing on (1). It works every time I fire the workflow under my admin account. In attempt to resolve the issue I followed the guidelines in this MSDN article yet even with heightened privileges - allowing full trust to the workflow and encapsulating all steps within an App Step - the workflow is not firing for other users.
What is wrong?
