Create a View programmatically in Project Server, using PSI

I want to develop a couple of Project Server apps. I am trying to use the PSI interface now (I used the very limited JSOM before), since I've read that it can do alot more.

Browsing through the msdn articles, I didn't find any reference or documentation on how one can create a View programmatically. Found this article : MSDN Overview of the PSI which states that the View.svc service is for Internal use only.

Is there any way around this, that is documented?

I found an app online, that can migrate Views, and this would mean that it is somehow possible..
