Current navigation and AreaNavigationSetting error with publishing feature

I'm working with Sharepoint 2013 and I have a problem with current navigation and the AreaNavigationSettings.aspx page.

Publishing features are enabled on the site collection and the website but the current navigation menu doesn't display for specific users. When they meet this problem they cannot access the AreaNavigationSettings.aspx page.

Searching in Sharepoint logs I've found the following error :

The given key was not present in the dictionary., stack trace: at System.Collections.Generic.Dictionary`2.get_Item(TKey key) at Microsoft.SharePoint.SPUserResource.GetValueForUICulture(CultureInfo cultureInfo) at Microsoft.SharePoint.Publishing.CachedUserResource..ctor(SPUserResource userResource, CultureInfo defaultCulture, String defaultValue).

When I disable publishing feature I have no problem. When I reactived this feature, problems come back.

I tried to reset all differents caches with no success.

What's the solution ?
