MySite field rejecting correct data

There is a site wide error where a field, banner, is rejecting all input. Users have edited other fields without touching the banner field but when they go to save changes it says the banner field's data is incorrect even though it was not edited and is correct.

If the search function is used to look up valid input on the field the window opens with the options shown correctly but when a user selects one of the options the window quickly closes and then reopens but all of the options are gone.
