sharepoint 2013 - Redirect users from root site to sub site

Within SharePoint 2013, I created a specific group called "Top Group", under site settings->People and Groups. I also created a subsite that looks like this...

If users visits https://mysite.com, is there a way to always redirect all users to my sub-site location if, if they are not a part of "Top Group" or not the top administrator?
