Workflow becomes completed without doing its action

Here's the scenario that that I need to do:

user will upload file in the doc library. after 10 days, the file regardless if it is modified or not, will be transferred to another document library.

Here's is the workflow that I created.

But it seems like its not working because every time I try to upload a new file, the workflow status shows completed and it never transfer to another library.

Im not quite sure what is it that i'm missing.
