Backstory: Our company has a migrated 2007 to 2010 site collection. The site collection has a fair number of sites underneath it. One of the subsites is starting to use in-place records management. From what I can tell, in-place RM requires site collection admin permissions. The business user managing the in-place RM on that subsite is not the site collection admin. The organization prefers to keep all sites in the site collection there instead of moving sites/subsites out from underneath it.
Is there a way to create a special permission level in Central Admin that will allow the business user to continue to modify RM settings without being the site collection admin?
We treat our site collection admins as curators of all content under that site. Our business user wants to manage the record settings but does not need to be the curator of all content under the root site.
