How I can make SharePoint community site accept the visitors request, and allow Admin or site owners approve these requests?



I create a new Community site collection using the site collection Admin account, then I added one of users to the visitors group. when I login to site collection using visitor account and try to add new question the following message appear.


so How I can make this community accept the visitors request, and I need Admin or site owners approve these requests?
