Inconsistent behavior when SharePoint enable/disable Approve/Reject links, inside my enterprise wiki site

I am working on an enterprise wiki site collection, which have two libraries. then i set "Requires content Approval for submitted items" inside the versioning settings. now if i have an approved or rejected wiki page, then the Approve/Reject links under the "Publish tab" will be disabled(which gives an indication that SharePoint does not allow to Aprove or Reject a wiki page, unless its status is pending),as follow:-

but if i access the wiki page from the following location "Site content>>Pages Library", then the Approve/Reject links will always be shown regardless of the item status, so i can in this situation Approve rejected item, or reject approved item . and the wiki pages status do not have to be Pending, to be able to approve/reject them :-

so can anyone advice why SharePoint have this inconsistent behavior , and can i always disable "Approve/Reject" links unless the status is pending ?
